Penny Morris is one of the firefighters at the Pontypandy Fire Station. Having originally hailed from Newtown, she transferred to Pontypandy in between Series 4 and 5.
As a trained lifeboat crew member and certified scuba diver, she was in charge of the Ocean Rescue Centre from Series 6 until Ben Hooper's arrival in Series 9.

Biography[]
Penny Morris grew up in Pontypandy's neighbouring city Newtown.
After completing her firefighting training at the Newtown Fire Academy, she joined the Newtown Fire Service and later transferred to the Pontypandy Fire Service. She later completed her lifeboat training and is also a certified scuba diver.
Penny has a cousin named Annie, as revealed in series 15, who works as a farmer.
Original Series (Series 3 - 4)[]
Penny debuted in Dilys' Forgetful Day, where she was currently in charge of Newtown's Emergency Rescue Tender Venus. She went to Pontypandy to demonstrates some new RTA equipment. She did a training exercise with Sam, Elvis, Station Officer Steele and a dummy. Elvis had a crush on her. Penny's hair was in a bun throughout the original series.
She appeared again in Halloween and in Spot of Bother, where she put the men through their paces much to Trevor's dismay and also did a health and safety check around the station not being impressed with the amounts of tins there were and no fruit or vegetables. She was absent in Norman's Pitfall but appeared again in Lost Ring, where she lent Sam a cookbook and helped Sarah and James fly their new toy airplane and also used a portable pump for a flood in Bella's café.
In "All in a Good Cause", she rode on a bed to raise money and in Brass Band, she played the bass drum. By this time, it became apparent she was staying. She was first seen in her Newtown home in Lost in the Fog. Here, she helped get Sarah out of some quicksand using Venus' tow cable.
In the Series 3 finale, "Bentley the Robot", she drove the twins to Dilys' General Store, then gave Bentley a lift back to the station. She was helping to weld a defective locker door when Bentley, inadvertently reprogrammed by Norman, threw a can of paraffin into Jupiter's garage. After setting down her soldering iron, Penny found herself trapped by a wall of flames. Elvis started to worry but Sam had just the thing. She passed out from the fumes and heat but was rescued by Bentley and Norman got into trouble afterward.
She was absent for most of Series 4, ordering pizza from Bella but not physically shown in Quarry Rescue. She made her Series 4 debut in Deep Trouble for Sam, where she took Sam's place at the station while Sam was taking a week off. Sam was in trouble in this episode where he got stuck under sunken ground while helping her clean up her cottage garden. She also appeared in the last two episodes of Series 4.
Series 5[]
In this series (up until Series 12), Penny's hair is shorter and has since transferred to Pontypandy. She still has Venus in which was completely overhauled like Jupiter. She is sometimes seen in a jumpsuit when not on calls, as seen in episodes Mummy's Little Pumpkin and Fit for Nothing.
Series 6 onwards[]
Penny is still based at Pontypandy. Alongside Sam, she is now one of the senior firefighters in Pontypandy and is a great role model for the children in the village. She pilots the ridged inflatable rescue boat, Neptune, but her expertise lies under the sea. Penny’s specialist area is scuba diving. Whenever there is an underwater emergency Penny is the first one on the scene.
As of Series 12, her hair is much longer and she sports it in a ponytail, though her original hair style from Series 5-11 is still seen in the intro. As of Series 13 she is now a team leader alongside Sam and can take charge at incidents and emergencies. In Pontypandy Pickle Paddle, Penny reveals she is a newly qualified inspector having passed the exam only a week prior.
In series 15, she owns a Siamese cat named Miss Pawdry and her farmer cousin Annie makes her Pontypandy debut to maintain the farm. Unlike her cousin, Penny is less experienced when it comes to maintaining animals as seen in Calamity Cat when she reveals she took Miss Pawdry to Lizzie's house to gain advice on how to brush her.
Personality[]
Penny is a bold and fearless member of the emergency team. Always wise, forever logical and constantly amused by everyone else’s eccentricities. She is a very kind and resourceful person who always helps anyone in need, even in Poorly Penny. It is clear that Penny cares for her colleagues as shown in Alien Bug Hunt as she tells Sam to take the harness but he jumped out of Wallaby 2 to save James. In the episode Dinosaur Hunt Station Officer Steele tripped over the hose and Penny immediately asked him if he was alright. Furthermore, in the episode Shape Up and Shine, when her and Ellie both get injured during their exercise, Penny worries for Ellie and helps her walk over to the bench and calls nurse Flood, despite being injured herself.
Because of her common sense and practical nature, Penny has always been the maintenance person around the fire station. Elvis has been known to ‘help’ her out but sometimes Elvis’ ‘help’ can be more of a hindrance.
Despite her seniority, it is shown in multiple episodes that Penny isn't afraid to have some fun in the workplace from time to time. In Pontypandy Slickers and Pontypandy Pickle Paddle she can be seen startling her colleagues by scaring them, often turning them into scaring contests. In Hide and Rescue, Penny displays more of her competitive side when her and Annie are on opposite teams in the search and rescue drill, which later turns into a game of hide and seek as Penny is determined to beat Annie at a game, something in which she was unsuccessful doing so when they were younger.

Trivia[]
- Penny was the only female member of the Pontypandy Fire Service in the series until Ellie Phillips debuted in Heroes of the Storm.
- Penny was very strict about safety and discipline in Series 3 - 5. However, in the CGI series, Penny still has this strictness, but to a lesser degree.
- She is called "Julie" in the French dub of the series and "Jenny" in the Dutch dub.
- Had Penny made an appearance in Norman's Pitfall, Up, Up and Away and James and the Giant Pumpkin, she would have made a full appearance in a series.
- This would not happen until Series 12.
- Throughout the third series, Elvis had a crush on her, but it was left rather ambiguous on whether she felt the same way, although she did smile at him when he looked at her in the episode Brass Band. However, from the fourth series onward, Elvis' crush on her is never shown again. However, in Norman's Big Fossil Adventure, Penny gives Elvis a kiss on the cheek, leading some fans to ship them as a couple. However, they were never confirmed to be in a romantic relationship.
- In 2009, Penny appeared with Sam, Elvis and Station Officer Steele in Peter Kay's Animated All Star Band music video on "Children in Need". Although the models from Series 5 were reused for this video mainly made up of stop-motion television characters, the characters retained their voices from the recently established CGI series.
- In Bake Off and Monster Mania, it is hinted that Penny may be camera shy, or at least dislikes seeing herself on camera.
- Penny has yet to ride Juno.
- Penny and Station Officer Steele are the only firefighters in Pontypandy who have not yet driven Jupiter in a Fireman Sam movie.
- Although Penny can be seen driving Jupiter in the Set for Action! poster.
- It was hinted in the original series that Penny was a vegetarian - she once lent Sam a "Meals without Meat" cookbook and Elvis would cook cheese based meals with her in mind.
- In "Hide and Rescue", it is revealed that Penny and her cousin Annie had a childhood rivalry.
- In Bumper Films' other series, Joshua Jones, Penny's model is recycled into Daphne Peacock.
