Sarah and James are dressed up for trick-or-treating, as is Norman Price. Meanwhile, a severe storm rages, and lightning strikes the telephone wires, causing the power cables to fall down onto the road. Firefighter Penny Morris finds herself in a perilous situation, trapped by the live wires.

Fireman Sam, Elvis Cridlington, and Station Officer Steele are called to the scene. Sam and his crew come to the rescue, saving Penny from the dangerous situation before everyone can safely enjoy the Halloween party
