Elvis had a crush on her, it's very clear he did, but she never returned it. She's nice to him because she's a good person and she wants to be respectful to him as a fellow firefighter. She never showed an open attraction to him, and he never told her he loved her. So they never became a thing. It was only a crush on Elvis' behalf, that also seemed to fade away in S4 because he doesn't act the same around her there.

I get y'all have your ship of them and that's 100% valid and good. I personally only see them as friends but them being a couple would be very cute as a concept and as a fan-pairing. But the moment y'all start to claim your ships and headcanons are actual canon is where I have a problem.

You're spreading misinformation on a site that's supposedly informative. You're claiming that they fell in love and had a romantic relationship when they never had one. You shouldn't do that no matter how much you love a pairing. I wouldn't even though that for pairings I love because I would be guilty of spreading false information.
